99 GA tie rod removal

I have the jam nut backed off but now I can't get the bottom nut totally removed. The set up is different than my other car in that there is no cotter pin to remove. Instead, the bottom of the threaded part on the tie rod is hexed. I grab that with one wrench and back the nut off until I get to the bottom where the nut then pushes the bottom wrench off thats holding the bolt. If you don't hold the bolt, the whole thing turns when you turn the nut. How do you get this nut off? I've tried using pliers to hold the bolt at the threaded parts, but it takes alot of torque to turn the nut and even vice-grips slip off.

There is always a cotter pin inside the hex nut. You need to find the whole and push it through because it is broken inside of hole in tie rod end. Then the hex nut will come off.
