97 Blazer Thermostat and Bogging/Hesitating

I have a 97 Blazer 4x4. In the overhead console, it has the navigational thing with the compass and the thermostat. Well, the compass is working fine, but the thermostat constantly reads "0C." How would I fix that problem? Also, where is the thermostat that it is getting its information from? Is it the same as the engine coolant or is it separate?

I'm also having a problem with the engine bogging or hesitating at low speeds every now and then. It doesn't happen all the time, but it is annoying. What might this problem be, and how much do you think it would cost to fix (an estimate)?
