They were a street legal alternative to drag slicks, and were really popular with the Pro Street crowd, and others, back in the later 1970's and 80's. I actually liked the Pro-Trac radials back in the day a little better, as an all around street-strip tire. The had the same basic tread pattern, but were a lot cheaper. MH still makes the old Cheater Slick tire we used for our barely legal street cars. It is a DOT street legal tire, but only has like 2 treads on it.
