No Check engine light?

I recently failed smog. It may have been due to o2 sensor. My check engine light was on at one time and I figured it was due to a valve job I did recently, so I reset the ecu. My check engine light is now off. When I took it in it failed. I also noticed that the check engine light does not come on when I turn the ignition to "on". Doesnt the ecu do a bulb test when turned to "On". I still am not getting codes at the ecu. I also disconnected the maf sensor, started the car, turned it off and checked codes (a2) and there were no codes. Could my ecu be busted?
