Need help with fuel pressure problem

I noticed in haynes manual that the fuel pressure on my 1994 Izuzu Rodeo 3.2 engine should carry 25 to 30 lb with vaccum hose attached and 30 to 38 lb with vacuum hose detached. After checking the pressure I had 38 lbs of pressure with the hose attached and 46 lbs of pressure with the hose detached. I installed a new pressure relief valve and still have the same reading of 38 and 46 lbs. Any suggestions as to why the fuel pressure is so high or what I might look for next, the vehicle is using excessive fuel and I have replace the plugs, plug wires,fuel filter.

Only things I can think of: 1) New FPR is defective. 2) Vacuum line to the FPR is clogged or has leaks. 3) Blockage in the fuel rail near the FPR.
