ok here's what you need to do, i put one of these on in Jan... no need to take off the front bumper, work your way up through the holes in the underside of the bumper... although i didnt have factory tow hooks, a piece is included to relocate them... locate the two holes in the frame where the mount bracket goes... included in the kit is the "tab nuts"... position the tab in the hole and screw the bolts to it and tighten them before you put on the actual bracket... bend the tab so that you can hook on a pair of vice grips to hold them in place.. i used two pairs... unscrew the bolts and the tabs should stay in a relative position.. now, put the actual bracket over the holes, screw the bottom back bolt in first, which will bring the top front tab nut close enough to start threads... tighen and square the bracket and repeat on the other side.... i hope this works out for you, if you have any trouble let me know, it was a frustrating job and took a couple of hours but once the bar is on, it looks really nice... good luck...
