coolant problem

my 97 mustang now has coolant leaking into the driver side floor area. it seems to come through the vent from the heater duct on the floor. the passenger side did not have any. it seems to flow all over my right shoe as i am driving. i noticed the temp gauge did not go beyond midrange normal. i checked the overflow bottle and the coolant was low. i did not see one leak coming from the bottom of the car. also steam or some sort of fine film gets on the windshield. the heater still blows hot air like normal so i dont know what the problem is.

should i take it to dealer and have them fix or any regular garage? how much does this repair generally cost?

It will cost a ton even though the part is about 12 bucks, it's just because it's very labor intensive and that's why it will cost a lot.
