Ok my car is really going down the drain. It is loosing power more and more everyday, It was stalling while i was moving with my clutch in, It would stall and then not turn over, It studders up hills, It wont really pick up like it use to, It makes a ticking noice in the engine or like static combo of the both, and it will sit there and rev up then go down rev up and go down when i have the clutch in or when im nutral either one. Any one know whats up with my car???? Any help would be great really great. Thank you for your help...

Check your plugs and wires first. Then look at your air cleaner. THEN have your O2 sensors checked. Those things fix 90% of Neon driving problems.

Also it sounds like you might have a vacum leak by reving up and down.
