The "problem" with a DOHC without an active intake is it breathes very well, too well for lower RPM, which causes a loss of low-end torque. You can alleviate the problem by choking down the intake tract to increase intake velocity, but that kills the upper range and defeats the purpose of using DOHC. You can stick an active intake on it, which gives the best of both worlds. Low end was about equal but the DOHC pulled away rather quickly once VTEC kicked in. Both were 96-99 models, a 97 EX w/ a D16 & a 99 Si w. a B16A. Sorry I was going by personal experience & not basing it on neons specifically, and found physical evidence to support my findings. As you no doubt know, VTEC was developed to make up for the DOHC's relative lack of low-end with two different cam profiles that work better in different RPM ranges.
