Bleeder valves for cooling system!

Is this true, Is there a bleeder valve or screw on the engine block for a 240 for a cooling system? My car is running hot and my radiator is gurgling and my mechanic fried told me to "bleed the cooling system"

if you follow the hose on top of the radiator to where it connects to your engine right there on top there should be a bolt that says "do not open when hot" or something like that. anyway loosen that then open your radiator fill cap and then start your car and fill up your radiator it will take a few times but it should fill up.
