Yes, some turbos can run without wastegates, but those are special turbos usually only run on diesels, but I'm not going to bother explaining it because i'm sure you wouldn't get it at all. No, you cannot run a boost controller without a wastegate. The wastegate is the valve that physically diverts exhaust gas away from the turbine wheel to limit the speed of the wheel. A boost controller just controls when the valve opens.
