The wheels aren't really that big, it's more about how low the car sits and the enlarging of the wheel wells that give that illusion. The rear bumpers are usually cut that way to allow clearance for the rear diffusers and exhaust set up, less drag. That's how the JGTCC cars are built, except for neon lights.
