My 95 Bonneville won't start, every time I turn the key it acts as though the key is being turned off and on and off and on and off ... REALLY FAST!

I've been told there are no starter relays, all the fuses look good, got plenty of battery juice, and I have no ideas! Other than I really don't want to tow it to a mechanic!
