Flashing "s"/engine light and can't drive over 60km/h or the car will be very noisy. Error code 17 - VSS

I had my VSS replaced yesterday, all the lights have gone, but the car still can't drive above 60km/h. it likes the car can't shift to 4th gear so it will be very noisy when driving over 60km/h.

BTW, my car key get locked sometimes(so do the shift) if the weather is too cold. I have to wait for a while until I can plug my key out.

My guess:
Throttle Position Sensor
Throttle Control Cable
Shift Cable

Anyone has an idea why?
