why not kit-car the skyline?

It's 100% acceptable to register a car you hand built in the states, and run it on the street (it's your car). Why not purchase the skyline "disassembled" (right.. disassmbled.. that's the ticket...) and "build" it as a kit car? What is preventing us from doing this? Really... I see dune buggies on the street licensed and insured all the time. Those most DEFINITELY did not go through crash testing, emissions testing, etc...
