No, that size tire will not work. You have stock wheels which are 14 x 5. You need a 17 x 7 wheel for that size tire. Here's how the #'s work for a tire size....let's use your 205/65/R17 as an example:

205 = width of the tire in mm
65= height of the sidewall...in this case 65% of the width (see above)
R = tire's speed rating
17 = the size of the wheel

Here's a little chart I stole from TireRack.com that explains the speed ratings:

N 87 mph 140 km/h Temporary Spare Tires
P 93 mph 150 km/h
Q 99 mph 160 km/h Studless & Studdable Winter Tires
R 106 mph 170 km/h H.D. Light Truck Tires
S 112 mph 180 km/h Family Sedans & Vans
T 118 mph 190 km/h Family Sedans & Vans
U 124 mph 200 km/h
H 130 mph 210 km/h Sport Sedans & Coupes
V 149 mph 240 km/h Sport Sedans, Coupes & Sports Cars

As for your intake temperature sensor, I believe it is located on the throttle body, closer to the passenger side...if I remember correctly...someone correct me if I am wrong...I don't have my Broken Neon Manual on me (aka the Haynes :D) The one close to the driver side is the throttle position sensor.

your air in take sensor is located on the front of the intake manifold has to wires going to it that plug into it. if u have a cold air intake plan on changing it twice a year. i have a 95 and i unplugged mine and it seems to have a lil more pep like that give it a try
