can't pump gas

Hi all...am new to the forum and new to this problem...has anyone had the problem of not being able to pump gas?...this is a 1998 Nissan Sentra and the pump shuts off like the tank is full...takes 5 minutes just to get $3 worth of gas into the tank...service engine light is on and the code reads evap vac solenoid circuit malfunction...I don't have the manual for the car and was wondering if anyone could give me any ideas as to what's wrong...someone suggested because the little metal flap at the top of the filler pipe is gone that it might be lodged in the filler pipe, have tried snaking that down to the gas tank with no luck...any suggestions would be appreciated...thanks much...silver
