1999 Jeep Cherokee Electric Fan

The other day I noticed that my 1999 Jeep Cherokee was squealing alot so I replaced the belt. That wasn't the problem. So I did some looking into it and found that the squeal is coming from the electric fan which seems to run all the time that the heater is on. My question is this: is it normal for the electric fan to come on every say 20 seconds or so while the heater is on and the engine is just barely warm? I could understand if the engine was hot or if the a/c was on. Is this normal? Has anyone else had any problems with this before? Thanks for any help you can give.

The electric fan should only come on if the engine temp is over like 220 degrees or the A/C compressor is on. Keep in mind that the A/C compressor WILL run when you have defrost on. But the fan should not run if just the heat is on.
