Don't hood scoops need forward velocity to be effective?

Considering that there's no sealed tubing between a car's hood scoop and whatever is sucking air from it (intercooler, intake, etc), doesn't that mean the scoop is only effective when the car is in forward motion? And if not in motion, it's really just a hole like the bottom of the car?

There's a point to this... but I wanna hear the responses first.

You have the right idea. The only other function a hood scoop could function stationary is for heat dissapation.

well my cf hood is reverse vented, and let me tell u from the fact that driving 3 hours to school with the stock hood on, made the car run a lot hotter then with the cf hood with reverse vents that let the hot air out.
