carb problems

i have a 1982 buick skylark and i belive there is oil coming out of the carb and going into the air fillter. i pulled the air filter off but the car wont start. the engine turns over but it dosent seem to be getting any gas. also in the bottom of the air filtter housing there is a pipe that looks that ther should be a hose conected to it but there isn't and there is oil all over the place where the pipe is.
