86 Civic Horn/Brake fuse blowing

My 86 Civic horn spontaneously sounded until the fuse blew. I checked the fuse socket with a meter and found when I tapped the horn there was over 30 amps in the circuit. Couldn't find any bare wires when I pulled the steering wheel. This fuse is shared with the brake lights, they draw 4.04 amps when pressed, leaving about 11 amps for the horn (15 amp fuse). Anybody know where to find the source of 30 amps coming from the horn? Everything appears normal.
