Replacing starter need help!

Hey all, I'm new to this forum but have quite a bit of mechanical experience, since I do a lot of work on my own Firebird. But I need to know about replacing the starter on a 95 Neon. I took a look at it and it looks like if I pull out the radiator/fan setup that I can get to it pretty easily. I know the shop manual says to drop the engine brace and engine to get at it, but I was thinking this would be easy(er) possibly, since I live in an apartment and dont really have the means to jack the car up and get under it (havent gotten jack and stands yet). Any suggestions/comments?

The car wont start at all, wont even nudge the starter over. All electrical components work (ie radio, lights, etc) so it's not a battery problem. I checked the fuse for the starter in the fuse box in the engine compartment, all good. I even tried tapping on the starter, but to no response from it. We just recently put in a used starter from a 96 neon (about 5 months ago) so I'm guessing it just went bad again.

Any help appreciated,

you got a neon?? i hate them but thats my opinion......

Ya its not my absolute favorite (check sig), its my wifes car. It's gotta last a little while as we are still in college, money is rough as is if ya know what I mean haha. Thanks
