Does it have hydraulic lifters with air trapped inside?
Is the flow orifice in the lifter restriction plate (just under the pushrod socket) the right size for the oil you're using? Is it plugged? Is it bent?
Do you have way too much clearance somewhere else (mains, etc), or a missing plug somewhere along the oil gallery?
