Learning how to /really/ drive will help your racing more than anything. The Neon comes from the factory with a very good suspension.

After that, the most important part of the handling is your tires.

There is no "general" price on a suspension. If you want very good, buy Konis - pretty expensive at $650+/set. If you want the best, go with some high-quality coilover setup, like Morris Dampers - very expensive at $~1300-3600/set.

About the best springs you can buy for the Konis are, ironically, the cheapest: Mopar Performance High-Rate or Extra-High-Rate racing springs at $~120/set. They are linear, rather than progressive, which is easier to drive but harder to live with on a day-to-day basis. However, if you demand performance above all else, go with a linear rate spring.

Installation is not hard, provided you have the tools. Get yourself a manual and see if it's within your scope of expertise.
