blinker arm is stuck

i have a 1997 lumina 3.1 v6 i was driving turned the blinker on for a left turn nothing happened other than a real loud and hard click. when i got home i pushed it up than to the right for a right turn anyway it clicked hard again the blinker worked but the blinker arm is stuck in position. what do i need to do to fix it? thsnks

It is likely that the steering wheel will need to be removed to access the cancelling cam and turn signal (multifunction) switch.
That will require removal of the inflatiable restraint (air bag) assembly. Read all cautions and disabling procedures before attempting that.

Then the steering wheel itself can be removed. Carefully mark the wheel position relative to the steering shaft before removal.

Following that, the clock spring assembly will be removed, providing access to the switch and cancelling cam.

To avoid breaking the turn signal, keep your hand off the turn signal arm while turning the wheel.
