1992 Chevy S10 E Brake Cable

i wanted to know how i can fix and or find a way around fixing it.

1 is it possible to manually release it from inside the cab?
2 if i cut the plastic off the orignial brake cable is it possible to reach the release?
3 if i have to redo the whole cable. is it only a half way cable or would i have to take the brake apart at the drum?
