'99 Ford Escort LX Problem - Please Help!!!

The no crank issue and the shift issue appear to be separate. For the no crank, verify good battery voltage with the key off; if low, make sure there's not a hard short to ground. Then I would check the starter and starter solenoid. When the key is turned to start, battery current flows through the starter motor to get it spinning and to the starter solenoid to engine the flywheel. Make sure battery voltage is getting to the starter and solenoid - ie, not open in that circuit. If so and there's solenoid click and no drop in battery voltage when starting, then suspect the solenoid. If the solenoid engages, then the starter motor may have failed. If the problem is isolated to the starter or solenoid, replace them both.

Another thought occurred to me that may explain both the no crank and shift issue. A problem with the key cylinder (or electronic ignition?) may prevent the start signal from getting to the starter (check that control voltage at the solenoid) and may not indicate the key is in run to allow the gear shift to move from park.
