Hey, I am trying to remember what the name of this area of the car is called?

I remember seeing a video about an electric car who had these plates where I marked on the picture, which made electricity, and just by driving it mad electricity by slicing air through those plates or something like it!

If you know what car I am talking about, please help! :D
