Please Help... Radio & climate control unit are not working.

I have 1999 Mercury Sable. The radio and climate control are an all in one unit and none of it has power when I turn the car on. The only thing that powers up is the rear defrost. I have checked the radio fuses and all are good. The odd thing is the heat and the blower are on all the time when the car is running. Anyone have any ideas as to whats wrong?

Check fuses 24 (5 amp), fuse 20 (5 amp), 12 (5 amp), and fuse 17 (20 amp) which is in the battery junction box for starters.

Checked all Fuses in the in the battery junction box. All are good. Any other Ideas?

From the service manual diagnostic first few steps. Checking for power and ground.

Disconnect the connector from the back of the radio (icp). Measure voltage between integrated control panel connector Pin C237-11 , Circuit 729 (R/W) and a known good ground. Hot at all times. Should be 10 volts min.

Cycle the ignition switch to RUN position. Measure voltage between integrated control panel connector Pin C237-16 , Circuit 640 (R/Y) and a known good ground. Should be 10 volts min.

Ignition switch still in RUN position. Measure voltage between integrated control panel connector Pin C237-6 , Circuit 1002 (BK/PK) and a known good ground. Should be at least 10 volts.

Make sure the ignition switch is OFF and measure resistance between integrated control panel connector Pin C237-8 , Circuit 57 (BK) and a known good ground. Resistance should check 5 ohms or less.

Can anyone see my attachments? All I can see is a little white dot when I click on them.

I checked for voltage and I have 12v on Pin C237-11 and 12 v on Pin C237-6 and 12v on Pin C237-16. I also tested the resistance on Pin C237-8 and have less than. 5 ohms.

With all the voltages being good does that mean the radio is bad?

The other day all your attachments were both good now only one of them works. Attachment 51320 is only a white dot.

I ended up replacing the Radio. I bought one from a junkyard. Everything works good now.
