'99 Windstar Cluster Replacement

So Ive been reading online and replacing the cluster isn't as easy as going to pick you part and just getting a used one :( --- Thanks PATS ugh

From what Ive read you need a special Ford Scan tool to download the old data to upload to the used unit. Is this correct? Can it be done just with As Built Data? Im pretty sure my Cluster smoked itself. So Im not sure it will be able to download...now Im actually pretty surprised the car starts.

I can get a used cluster from my local pull-a-part for $35 or so, what am I looking at for the dealership cost to make it work?

Would a normal car garage have this scan tool? I have a few friends that work in pretty good size repair shops. I don't have tons of $$ to spend to fix this...

Should I just take it to ford and say what will it take to fix this and see what they say and then try to go used/aftermarket for what they list? And hope its not a whole cluster replacement?
