Wheel vibration with aftermarket rims

I have a 2008 Mitsubishi Outlander XLS. I purchased a set of 18" Sport Edition rims from Tirerack awhile back. I had alot of trouble with them vibrating at highway speeds and had them rebalanced three times and still was having trouble. I then decided to hand torque each wheel off the ground right to 80 ft-lbs(manual spec). The vibration went away and was good for the last 6 months.

Today I needed to do my front brakes. I replaced the pads and put the wheels back on and retorqued using the same method as last time. I cannot get them to stop shaking. I've taken them off about 5 times today trying to reseat them, line up the weights to counter the other wheels, tried higher torque values, etc and still they shake.

Any suggestions? It doesn't shake if my OEM wheels are on. It doesn't shake when braking.
I do know they have high road force numbers in the mid twenties. Tirerack will not help. What I don't get is why I was able to get it working for awhile.
