I have a 2003 with a 2.2DOHC and it has recently developed a ticking noise almost like a lifter tapping. It sounds like it is coming from the timing cover area. If the timing chain is going out would it make a ticking noise?

Does this engine have an OHC?
If yes, it could be a cam follower, or cam tensioner.

yes it is the 2.2 DOHC

Is this a interference type engine?
If the cam chain was to derail, it could bend valves.

it is a non-interference engine. The noise is is on the passanger side and if I use a stethoscope i can tell it is about half way down on the engine

Ecotec engine?

Not sure if the TSB applied to '02 or '03 engine.....basically replace the cam sprockets, crank sprocket, chain tensioner, chain, and the oil nozzle(larger size to lubricate the moving parts)......

yes it is the ecotec. I noticed it has a small oil leak from behind the harmonic balance

Did you check the oil first? It could also be your lifter sticking.

If DOHC, it doesn't have hydraulic lifters.
Suspect a bad cam chain tensioner.

I check the oil on a regular basis as it has been using oil since I got the car, I just recently discovered where the leak was coming from. I am almost 100% it is the timing chain tensioner I found a video on youtube and it sounded just like mine.
