Fog Lights on a 98 JXi

Hey guys my fog lights only come on if my headlights are on, is that normal?

1998 Sebring JXi Convertible

Action: Twist the headlights on then pull the end of the shifter out to pop the fogs on, the fogs won't engage when just the running lights are on.

Probably normal, some are set up this way.
