pulsating lights

I have a 98 montero sport and all the lights (heads, dash, tails, signals) pulsate when the engine is running, but stay steady when the engine is off. I am at a loss. any ideas? voltage regulator? alternator?

sorry for the late reply. seems to be alternator.
