Front hub ring that holds the bearings is stuck on 1995 Trooper

My front right hub ring that holds the bearings back will not move and there is play in the wheel. I have now broken 3 of the special 4x4 tools. I have pounded it with a punch for hours. I have used penetrating oil to attempt to loosen it. I have done absolutely everything. Heated it with a torch and everything to attempt to get it lose. The SOB won't move and I am ready to take it into the shop even thought that is the last thing I want to do. Please help!!!!!!!!!!!!

OK, first I'll confirm that you have removed the hub-nut retainer ring? It has countersunk holes all the way around and is fixed to the face of the nut with 3 cross-head screws.
The retainer has protrusions on it's inner edge which slot into the hub flange to prevent the (normally rather loose) nut from rotating.
