help! 88 vw fox(electrical) problem

I need your help badly.I have a 88 vw fox.The horn is not working.I traced the problem to no voltage on the horn relay pull in coil(if I close the horn relay contacts manually the horn honks fine).The schematic for the horn circuit shows the pull in coil going to something called the "load reduction relay".I am not familiar with this relay and am kinda stuck at this point.I applied 12v to the relay pull in coil thinking this should close the contacts(relay has been bench tested and is good),no such luck.When I apply 12 v to the relay pull in coil(while in circuit)the damn load reduction relay is closing.Some help is very much needed.Thanks in advance.

I'm having a related issue on my 82' Scirocco. I have to hold the load reduction relay closed or the fuel pump shuts off while starting. My horn doesn't work either but the relay does click when I hit the horn button. If you don't have a Bentley book for your fox, get one. I'll post again if I figure anything out.
