99 Camry Heater Blower Fan not working on first two settings

Hi folks.

I've got a 99 Camry. Heater blower fan control has 4 settings (other than "off): 1 - 2 - 3 - 4 (lo through high).

the blower is now only working on settings 3 and 4. 1 and 2 basically do not work. I say basically because actually when I'm driving, it does blow a little bit (can definitely tell it's blowing a little when AC is on). But at idle, the fan is dead on settings 1 (lo) and 2.

Perhaps some heater motor resistor? I've dealt with this on my Dodge Caravan, but not sure if similar on Toyota.

That is a classic sign of the blower motor resistor being defective.

Like Mike said, it is most likely a bad connection or bad resistor on the resistor block that controls the current to the motor. See the discussion in the following links:
