2002 Grand Marquis alternator charging issue

I have a 2002 GM that won't charge. I had the alternator tested and it failed. I just purchased a Duralast reman and it passed the test at the store. Installed it in the car and it's still not charging. I am seeing battery voltage of 10volts on the top charging post of the alternator, so it's circuit to the battery is completed. On the 2 prong wiring harness I get 12V on the larger diameter wire. Where can I troubleshoot from here? What is not telling the alternator to raise the voltage?

I have even went to another autozone and tried one of their alternators.

Check the 30amp fuse in position #2 in the junction box under the hood.
