fuel psi reading

when checking the fuel pressure on 91 grand voyager what psi reading should i get before filter(new pump installed)..

Oh yea its a 3.3, 6 cyl

3.3 engine 48psi, engine running, vacuum hose disconnected from fuel pressure regulator according to Haynes manual.

i checked it before filter----all the way to top/end! 100.(just engaging pump-no start).
-is this way too high?

will check at rail hook up tommorow

Got a better tester and rechecked pressure.It is 38 at port with regulator hooked up and 48 with regulator.Also checked it before and after filter..was 40-- but when regulator off it then went to 48.
Is this normal? i thought it was to be 45 with it hooked up?
Does it sound like regulator is problem? or weak pump?
