Has anyone changed factory original HID bulbs/ balasts on an 08 Avalon?

I have a customer who has an intermittent off problem. The one light shuts off, cycle the ignition about 3 times, then it comes back on. Toyota dealership changed the bulb at about $200, still the same problem.

Any help would be appreciated.
