AC does work on Fan Speed 1 & 2

When I turn on the AC, at speed 1 & 2 does not blow any air, it start at 3.
Does any one has a solution for it?

check the ballast resistors, check the switch in the dash.

Could be a bad Blower motor resistor. It is a common problem with this van.
