I have a 96 Camaro and air coming out of all vents but the air never gets hot. Not sure if I have more then one problem going on though because the coolant light stays on but when I check the levels it is full. I recently had to fix the hose that goes from the water pump to the heater core so not sure if I have air in the system and that is causing the problem.

Thermostat must be stuck open. Does your temp gauge move?

Yes the temp gauge works normal, it will heat up and then the fans kick on and the temp drops down

Had this sort of problem with my 2000 Jeep G.C. I ended up replacing the water pump and low and behold my t-stat had been stuck open for at least 3 years! That explained why my heat wasn't very good and it did everything else you explained with your car, the fans, etc. After I had my new water pump installed and the new t-stat and gasket my heat worked really good then. Sadly I sold her right after that but at least the new owner has heat!
So check that out and I bet you'll find it's stuck open. I'd also look at the heater core and water pump to be replaced too. Especially if they're old.
