Testing Horn Voltage

My 97 Escort horn has gone out, and there's a clicking sound when I depress it. I've tried changing out the horn fuse with an identical-type fuse that works fine on another function in the car, and nothing happens, so it doesn't appear it's the fuse.

Various online posts say the next step is to test the horn's voltage, but aren't clear what one uses. I want to find out so I can ask my brother if he's got the tool in question before going to a mechanic.

any type of DC volt meter,or a test light,
meter should be available at home depot ect

The clicking sound is the horn relay. That means that the horn switch and the fuse are working properly. Likely the horn itself is bad.
