1997 wippers

I recently purchesed a 1997 saturn SL2 nice little car only problem I have found is that the only way to shut off the wippers is to time it perfectly when they are down and shut the car off what is my problem aswell as the interval wi[ppers only work sometimes if there is no delasy in between them they go in the slow speed the friend of mine that sold it to me said he replaced the switch and it still acted like this any Ideas

Most likely there is a relay for the wipers, I am not really sure where it would be located because have not done much work on saturns. If you have the owners manual it should tell you where it is. Hope this helps you out.
