Windshield wipers and a TSB 2001 GM

From the day I bought this 2001 GM LS-C, the wipers only worked on high and when I use the wipers, it causes the auto headlamps to stay on even in the day time so I take my other vehicle when it rains.
I located a TSB for the wiper issue and was wondering what the rule of thumb is when going to the dealer with this issue? Will they charge me or fix it for free? Any advice would be much appreciated.

A TSB is only a repair that is designed for the tech to fix the problem easier and quicker. You will pay for a TSB unless it is under the base warranty. SInce it is a 2001, you will pay for repairs.
