05 etc fail safe mode - won't turn over

my 05 lincoln ls has gone into etc fail safety mode. there are no coil packs bad. we replaced the tps last night , which the ohm meter was showing that the battery was not getting enough juice to, yet we still are unable to to get the car to turn over.
does anyone have any ideas? obviously at this point we are unable to take it to a dealership. my husband is a mechanic on the side, but this car just boggles him and every other mechanic we know!

Welcome to the forum!
The TPS would not typically have battery voltage to it, but if the reference voltage is low, that's not a result of a bad TPS but rather a faulty voltage regulator in the PCM or a REALLY low battery voltage. I suspect that's not actually a problem though.
You should however consider the battery. If the battery is more than 3 years old you might consider changing it out, even if battery testers claim it's fine. The electrical system in these cars is very sensitive.
Oh, and when you use the term "won't turn over" do you mean the starter doesn't even attempt to turn the engine over, or do you mean the engine turns over just fine but won't actually start? Has anyone checked the fuel pressure and for spark?
