Stiff steering but fluid tank full

My '96 camry is having very stiff steering but the sterring fluid tank is full. Any suggestions?

does the pump make any noise when you try to turn, does the pump get hot with the enginge running?

1) Block the rear wheels.
2) Jackup the front end.
3) Use a turkey baster to suck the extra fluid out.
4) Make sure you are using the right fluid, because some newer pumps use transmission fluid.
5) With the engine running, turn Left & Right to exercise the pump.

Also, make sure the tension on your PS belt is adjusted correctly.

If you have not changed the fluid in the PS system in the last 50k miles or so, flush the system and put in all new ATF. There is a post in the FAQ thread on this.

PS = Power Steering
