How do I refill the radiator on a 99 Grand Marquis?

I Used an "Engine Backflush Kit". As well as engine coolant system flush chemical.
My particular engine does not have a conventional radiator cap... The only unscrewable "cap" is on the coolant pressure tank ("expansion tank"[?]), so I had to remove the upper radiator hose (between the radiator and thermostat) and open the drain cock at the bottom of radiator, to flush the old coolant out.
The instructions say to refill the radiator w/ WATER, while the engine is running. Then to drain all water and run engine for five minutes, w/ NO water or coolant(???)
Is that a typo? There are other typos in the instructions, so I'm thinking this might be one
