Where to get PK3 key cut?

I have a 2000 Grand Prix with a worn old PK3 key (the metal blade looks really smooth instead of sharp and edgy like most keys) with electrical tape holding the transponder inside at the top. It works with my car and I have no problem starting the car. You can wiggle the key out of the ignition while it is running, though.
However, I ordered a spare PK3 key off of eBay and am trying to get it copied.
I took it to Walmart and they guy said it didn't recognize my old worn key. He said it was probably the tape. I don't know even know why that would be the case. So I went over to Lowe's and the guy wouldn't even cut it. He asked me if I had to jiggle it (which I don't) and told me if he copied it the new copy wouldn't be that great. He then realized it had a transponder and now he wouldn't cut it because it had to be programmed by a machine. I tried to tell him I just wanted it cut and try to program it myself, but he subtly refused and pointed me to a local locksmith. Now, the local locksmith wants $35 just for cutting it! Is this right? Has my ignition switch been worn down to the point where it makes my key uncopyable?
Edit: Also, my dad bought a key a while back and had the dealer cut and program it. He said it only worked for one day and didn't work again. I have that key and I can't get it to program. I'm hoping the transponder is just bad in it.
What happens is if I start the car or turn it to run with the original key (that does work) and remove it and put it in and turn to run the security light will just stay illuminated. I can start it up and drive fine (which what I'm guessing what happened that day at the dealer). I believe if I wait a day or so the key then doesn't work. When I try to start it the security light will blink and when I put it into gear it will shut off. So I'm thinking that it's either the ignition switch or the PK3 system. What do you guys think?

UPDATE: Got it cut at a local hardware store for $1 and it works perfect. Programmed it myself and worked perfect. Thanks guys!

When I ordered a spair PK3 key off the net, the dealer cut it for me for free. I had to do the programming though, which itsn't hard at all.

Unless you or someone you know has a $5000.00 Tech 2 Scan tool, your pretty much stuck going to the dealer.
In the case that you do have a tech 2, I envy you.
