99 cadillac deville/overheating surging

99 cadillac deville,changed water pump and thermostat two months ago. Know car is overheating and throttle seems to be sticking ;because when car starts to overheat the accelerator hanges up and there seems to be other electrical problems.could this be the pcm malfuncyioning?
